Forest’s dedication to public safety began long before his professional career. He graduated from Sam Houston State University in 1992. Finishing in the top 2% of his college class, Forest demonstrated academic excellence and a passion for service that carried through his entire career.
His education provided the foundation for a lifetime of leadership, training, and service—values that he continues to uphold through his professional and community roles.

Before college, Forest attended Rockport-Fulton High School, where he graduated in the top 10% of his class. He was also active in theater, an experience that strengthened his confidence, communication skills, and ability to connect with others—traits that later became essential throughout his career.
